Can a Property Owner Get Their Local Law 152 Inspection Done Early?

Local Law 152 outlines gas piping system inspection requirements for the majority of properties in New York City. Depending on which community district a building is located in, they are required to have an inspection completed by a licensed master plumber once every four years.

The first set of community districts had their inspection in 2020, and the next in 2021. Those who have not yet had their inspections will complete them in either 2022 or 2023. Then the cycle repeats on a four year schedule. In order to avoid any last minute challenges and complete repairs early, many property owners have wondered whether or not they can have the inspection completed prior to the year specified for their district in LL152.

Conducting a Local Law 152 Inspection Early 

LL152 specifies that the official gas pipe inspection to comply with the law must be completed within the allotted window. For instance, community districts 4, 6, 8, 9, and 16 will need to have their inspections completed between January 1, 2022 and December 31, 2022. Any inspections that were completed prior to this time are not applicable.

As another requirement, inspections can be done any time within this year-long period as long as the business owner files the required certification with the Department of Buildings within 60 days of the inspection. This certification must be signed by the licensed master plumber who completed the inspection. Paperwork that is submitted after 60 days will disqualify the inspection and the property owner will be required to schedule a new one.

If you can complete and file this certification within 60 days of the inspection, you can do so at any time during the year of your inspection. But we also know that many property owners want to get the inspection out of the way as soon as possible in case there are any repairs that need to be made.

Empire Plumbing Inc recommends a pre-inspection. This inspection can look for all of the same things as an official Local Law 152 inspection, but the results are not reported to the Department of Buildings unless there is an extreme and immediate hazard.
