There are some big updates in the Local Law 152 world. Local Law 152 filings no longer go through the standalone online portal. As of July 27, 2026, every certification, extension request, and related transaction tied to gas piping inspections now goes through DOB NOW: Safety, the same platform DOB uses for most of its other safety filings.
The portal itself stopped accepting submissions after July 24, and DOB built in a two-day gap, July 25 and 26, where no LL152 filings could be submitted anywhere while the systems switched over. If your building’s plumber filed before that window closed, nothing changes. If a filing was still pending when the portal went dark, it now has to go through DOB NOW instead.
This follows the broader rule changes we covered back in May, and adds a real cost building owners should know about: filing fees now apply to transactions that used to be free.
What Now Goes Through DOB NOW: Safety
DOB NOW: Safety now handles every part of the LL152 process, not just the inspection certification itself:
- Initial Certification — The Gas Piping System Periodic Inspection Certification, commonly called the GPS2, gets filed here after an inspection is complete.
- Certification of Correction — Once a deficiency identified during inspection is fixed, the follow-up certification confirming the correction also goes through DOB NOW.
- Extension Requests — Requests for more time, either to complete the initial certification or to correct an identified condition, are filed here as well.
- Property Verification Requests — Building owners can verify or dispute how DOB has their property classified for LL152 purposes.
- Inspection Notification and Cancellation — The two-business-day advance notice required before an inspection, and any cancellation of a scheduled one, both run through the platform.
- Unsafe or Hazardous Conditions Notification — Conditions serious enough to require immediate notification get reported here.
- Civil Penalty Challenge and Waiver Requests — Building owners disputing a violation or requesting a penalty waiver file the challenge through DOB NOW rather than through a separate process.
The paper GPS2 form is no longer part of this process at all. Every one of these transactions is now fully digital.
New Filing Fees Now in Effect
Along with the platform change, DOB began collecting new filing fees under 1 RCNY §103-10 and §101-03, for transactions that historically carried no DOB fee at all:
- Gas Piping System Periodic Inspection Certification — $35
- Extension Request, whether for the initial certification or for correcting conditions — $35
- Certification of Correction — $35
- Certification That a Building Has No Gas Piping System — $375
- Documentation That a Building Has No Active Gas Service — $480
Each fee applies per Building Identification Number, or BIN. A property with more than one BIN, a main building and a detached garage, for example, files and pays separately for each one.
A Note for Sub-cycle C Buildings
This transition arrives in the middle of an active filing cycle for a specific group of buildings. Community Districts 4, 6, 8, 9, and 16, Sub-cycle C of the current inspection cycle, have a December 31, 2026 deadline for initial certification. If that certification hasn’t been submitted yet, it now has to go through DOB NOW: Safety rather than the old portal, and the new $35 filing fee applies to it.
What This Means for Building Owners
For most owners, this shift is handled entirely by whichever Licensed Master Plumber conducts the inspection.
